Responsible Vendor Program Training

   Beverage Law Institute, Inc. specializes in assisting alcoholic beverage licensees in minimizing their liability exposure by providing a comprehensive training program consisting of an actual-dramatization video with narration on the specific laws governing the sale of alcoholic beverages in the states of Florida and Georgia.  In addition, Horace A. Moody, a recognized expert in this field, provides consulting services to licensees on matters related to their specific beverage license.

   Beverage Law Institute’s, Inc. Responsible Vendor Training Program has been approved by the Florida Division of Alcoholic Beverages & Tobacco and is endorsed by the Independent Beverage Dealers, Florida Food Industries and the Florida Association of Insurance Agents.  The training program is further recognized by Aetna and CIGNA Insurance companies to reduce liquor liability premiums for their insured’s.

  The training curriculum includes the following important topics, all of which are an important part of the standard training of employees working in an establishment, which sells alcoholic beverages:

     •  Recognizing underage persons and verifying ID’s

     •  How to refuse the sale of alcohol

     •  Laws regarding habitual drunkards

     •  Potential liability suits from the habitual drunkard statute

     •  Tobacco law

     •  How to prevent drug activity from occurring on the licensed premises

     •  Creating a drug-free environment

     •  Security practices which include use of force and robbery deterrence

     •  Management responsibilities

  After the employee watches the training video and the trainer reviews the course of instruction within the training manual, a review quiz is administered which is designed to measure and document the participant’s understanding of beverage laws.  The quizzes are then mailed to Beverage Law Institute, Inc. for grading and certification.  This training documentation is extremely valuable to the license-holder as it represents pro-active management practices.

RESPONSIBLE VENDOR EMPLOYEE TRAINING PROGRAM

 1.                  You will receive “Tri-Annual Meeting Newsletters” with updates on beverage law activity and tips for helping employees sell alcoholic beverages and tobacco products responsibly. These newsletters are used to conduct tri-annual meetings and document employee attendance as required under the Responsible Vendor Act.

2.                  “Manager’s Guide” notebooks for the management personnel responsible for training, which are updated as laws, regulations and enforcement policies change.

3.                  “Responsible Vendor Training Video” to assist the management personnel with training and to ensure complete coverage of the responsible vendor training topics.

4.                  “Responsible Vendor Training Manuals” for each employee, which incorporates all personnel forms required under the Responsible Vendor Law (F.S. 561.705), including “Employee Acknowledgement Form”, “Server and Manager Personal Questionnaire”, “Report of Server and Manager Training” and “Underage, Controlled Substances and Manager Supervision” quizzes.

5.                  Grade and certify all review quizzes and maintain quiz records on computer in Tallahassee, Florida. (F.S. 561.705 & F.S. 569.008). We will also provide a monthly computer printout indicating by store/location the employees who successfully completed the training program during the month as well as “Certificates of Completion” to all employees who successfully complete the training program.

6.                  On-going consulting and expert advice from Beverage Law Institute on alcoholic beverage license matters related to employee training. We will act as a liaison as well as provide representation for violations before the Division of Alcoholic Beverages & Tobacco. We will also submit Responsible Vendor documentation to the court system for mitigation if necessary.

7.                  Our Responsible Vendor Training Program will satisfy the requirements of the Florida Responsible Vendor Act (F.S. 561.705) and qualify the alcoholic beverage license as a Responsible Vendor, ensuring exemption from license suspension or revocation and mitigation for certain beverage law violations (F.S. 561.706)
